The Rotary Club of Lautoka was building Rotahomes in the Western Districts.

At a Pacific District Rotary Mini Conference in Nadi a suggestion was made to suitably recognise Peter Drysdale's effort in the Rotahome Project.

Peter at that time had gone away to Brisbane.

Ba Hilton.
This name has been given by the first FAIM Team to the Volunteer's cottage

Ba Rotarians suggested that a model Village be built which should be an example of how to address the larger issue of poverty alleviation, permanent squatter settlement and low income housing.

Ba Rotarians offered to negotiate with Government and acquire a suitable piece of land for such a Village.

In 1993 the Rotary Club of Ba in co-operation with the UNDP carried out a Poverty survey. The survey was analysed and it was obvious that some form of economic activity had to be introduced to the families to stop the poverty cycle in addition to providing good homes.

Rotary has obtained a 99 year lease on 18 hectares (45 acres) of land and completed a survey that provudes for up to 200 houses plus amenities.
