from Last week’s meeting (Aug 6th) by Roving Reporter Don Sweeney:
Our chairman
for the day was the ever ebullient Lesley Bell and she commenced the
morning's program by getting Michael Kirk
and Paul Evans to outline their experiences from recent trips - Michael to
Canada and Alaska, and Paul to Dubai. Most interesting. Lesley
then introduced Dr. Glen Nicholls the guest Speaker for the day.
Glen is a
well-known author and commentator on refugee issues and is the author of
"Deported" a book which aims both to preserve some of the forgotten
stories of deportees and to analyse Australian deportation policies in their
historical context.
Glen was
brought up in Melbourne's eastern suburbs and
was educated first at Kingswood
College and then at Monash
University. He
now works at Deakin University.
He attributes his social conscience and passionate interest in refugees to
his experiences at Monash University
where the canvass of modern history was illuminated for him within the German
Studies Department and the Social Involvement Club provided opportunities for
working with refugees from north Africa and southeast Asia.
Glenn
explained that the Australian government enforces the departure of
approximately 10,000 people per year – asylum seekers who fail to win
refugee status, people who overstay their visas or work illegally, students
who fail to meet course requirements or work in excess of 20 hours per week
and permanent residents who have served prison terms.
What Glenn
finds most concerning is that there was no discussion about a humane,
respectful deportation policy. Refugee
advocates had not created any debate because all the effort was on keeping
refugee applicants in the country and staving off any suggestion of
deportation. On the other side, government ministers and officials rebuffed
any questions by citing the inflexible requirements of the Migration Act.
Glenn
pointed out that Australian governments have also been quick to deport
immigrants who fall ill after arrival and who might become what governments
consider a burden on the public purse, for example immigrants who develop a
mental illness. Recent Australian government have also deported immigrants
who came to Australia as infants, grew up in the country and are rightly
Australia's responsibility, but who failed to take out citizenship and fell
into crime as adults.
In
finishing Glenn noted that the strength of the deportation power in
Australian law does not necessarily mean that practices must be draconian.
Governments have great scope to make good policies. There have
been policy changes for the better and various reforms over the years.
Humane and enlightened deportation policy is possible. We can make it by
drawing on the best aspects of deportation policy in the past; by applauding
ministers who insist on humane decision making; and by ensuring that policy
is flexible enough to allow the person's full circumstances to be considered.
A lively
question and answer session followed Glenn's presentation and
continued after the meeting was formally closed.
